Chaotic scenes are playing out at the Sassa offices in Bellville where hundreds of people, some in wheelchairs are queueing in the rain to apply or renew the social grants.
Police and law enforcement officials are on site and are assisting with crowd control.
Tensions have flared with people accusing Sassa and
government of failing them.
The backlog has been exacerbated by the lapsing of the temporary disability grant which was extended until December.
Some desperate applicants have told SABC that they have been sent the last week from pillar to post and have still not been assisted.
There have been calls from civil society for the grant to be automatically extended for three months.
